To help residents understand and participate in local decision-making, Manhattan Community Board 11 (CB11) commissioned a toolkit explaining how the community board works and how residents can get involved.
Materials included brochures, one-pagers, and a fold-out poster printed in English, Spanish, and Chinese, as well as an accompanying guide to the East Harlem rezoning.
